Microsoft Launches Consumer Health Platform
On October 4, Microsoft took a step toward putting patients in control of their and their family's health and wellness. The company launched HealthVault, its consumer-centric platform enabling an environment of new and existing online health applications and services from a wide variety of companies to search, securely store and connect people with their health information. Consumers and physicians who open a secure HealthVault account can use the online platform to share their personal health information between any HealthVault-enabled application or service and with whomever they choose.

Collaborating since January, Allscripts is the first Electronic Health Record provider to integrate its products with the HealthVault platform. eRx NOW™ is Allscripts first product to connect to HealthVault and will be followed in the near future by other Allscripts software solutions. Physicians will have a way to securely share health information over the Internet with their patients. HealthVault partners such as Allscripts have made their solutions HealthVault-compatible to encourage patients and healthcare providers to exchange beneficial information in a private and secure manner.

New Hampshire Launches State-wide E-Prescribing Program
New Hampshire is on its way to meeting its goal of being the first state where 100% of physicians can prescribe medications electronically. On October 10 at a major press conference in Concord, NH, Anthem Blue Cross and Blue Shield of New Hampshire and the Citizens Health Initiative, created by Governor John Lynch in 2006, announced three programs to drive adoption of electronic prescribing technology. Two of them will provide doctors with the software and hardware needed to switch to e-prescribing. Under the third program, Concord Hospital will serve as one of three test sites in the country for an electronic medical record system that enables doctors to write and send prescriptions electronically.

Lab Orders and Results To Be Included with eRx NOW
On October 9, Quest Diagnostics and Allscripts announced that Quest Diagnostics has joined the NEPSI coalition. This partnership between Quest Diagnostics and Allscripts will significantly expand the functionality of eRx NOW

Quest Diagnostics will provide physician users of eRx NOW with access to the electronic laboratory order and results module within its Care360 Physician Portal at no charge. Now, in addition to ePrescribing, through a single sign-on, eRx NOW subscribers will be able to see how many lab results are pending and will be able to click through to the Care360 Physician Portal to order lab tests and view, flow, and graph laboratory results, as well as run analyses on their patient population. This integrated access is expected to be available later this year and should drive the adoption of this patient-safety technology.

Legislative Update
Schwarzenegger Calls for Mandatory Electronic Prescribing by 2010
Patient safety has been a top priority of the California State Legislature and the Schwarzenegger Administration. Policy changes and health care reform plans have regularly reflected medical and technological advances that increasingly enable Californians to access better health care.

Both the California State Legislature and the Administration have issued concrete and evidence-based recommendations to support the adoption of electronic prescribing. Governor Arnold Schwarzenegger’s 2007 health care reform plan estimates that 23,000 hospital deaths and countless injuries result from unnecessary medical errors each year and requires that all providers and facilities implement electronic prescribing by 2010. Similarly, a March 2007 report from the Medication Errors Panel recommends a systems approach to examine and redesign current prescription transcription and transmission processes to reduce and prevent medication errors.

Dr. Jan Cornell works at Keweenaw Memorial Medical Center, a family practice of 15 physicians in Laurium, Michigan. On a typical day, he sees 30 patients and fills approximately 20 prescriptions. Dr. Cornell has seen definite improvements in his practice since converting to electronic prescribing: Nurses who have more time to assist in providing patient care and an office manager who is free to meet patient’s scheduling and billing needs. In Dr. Cornell’s view, “There’s really no reason why every physician shouldn’t take advantage of the free eRx NOW software.” He believes that “Electronic prescribing is the best way to ensure that you are providing your patients with quality healthcare, and NEPSI has provided a simple, safe and secure way to do so.”
